Ukrainian President Volodymyr Zelensky has proposed appointing current Defense Minister Denys Shmyhal as First Deputy Prime Minister and Minister of Energy. The President made the announcement following a meeting with the official.

The cabinet reshuffle is part of an ongoing update to the government team led by Prime Minister Yulia Svyrydenko. Denys Shmyhal has been heading the defense ministry since July 2025, following a record-breaking tenure as Ukraine's Prime Minister.
Systemic Approach to Energy Security
Volodymyr Zelensky thanked Denys Shmyhal for his systemic work at the Ministry of Defense. The President emphasized that this same management style is now critically required for Ukraine's energy sector.
According to the President, this transition is essential to ensure that the country can rapidly restore infrastructure after every Russian strike and that the development of Ukrainian energy remains stable and sufficient for domestic needs. This position was also reflected in an official statement on the President's Telegram channel.
Appointment Process
The Head of State has already held consultations with Prime Minister Yulia Svyrydenko regarding the move. Denys Shmyhal's candidacy now awaits consideration and approval by the Verkhovna Rada (Parliament) of Ukraine.
In his new role, Shmyhal is expected to focus on protecting energy facilities, decentralizing power generation, and coordinating international assistance for infrastructure reconstruction.
