Klitschko: State Refuses to Fund TPP-5 Restoration, Kyiv Urgently Needs UAH 3 Billion

Kyiv Mayor Vitali Klitschko has warned of a critical situation regarding the city's preparations for the upcoming heating season due to the position of the central government. According to him, the Ministry for Communities and Territories Development has reneged on previously promised state funding for restoration work at TEP-5 (Thermal Power Plant No. 5).

The Mayor noted that the ministry had not only promised state support but had also suggested specific contractors for the restoration projects. However, the government has now stated that the facility's recovery is the sole responsibility of Kyiv.

"This is politics again. They are trying to back Kyiv into a corner. The situation is threatening because it concerns how Kyivans will survive the winter and how the city will function," the Mayor emphasized.

Financial Needs and Project Status

According to Klitschko, to ensure the stable operation of the city's energy system, the following is required:

  • UAH 3 billion — the amount the capital must urgently find in addition to current funding.

  • Approximately UAH 9 billion — the total requirement for equipment procurement and the creation of a full-scale backup heat supply system for TPP-5.

Currently, the city continues to restore damaged facilities using its own budget and loans from international partners. Klitschko assured that the construction of backup heat supply systems is ongoing within the limits of available resources, but the state's refusal to fund this strategic site significantly complicates the process.
