Kyiv Mayor Vitali Klitschko Demands Urgent NSDC Meeting Over Government's Failure to Fund Capital's Resilience Plan

Kyiv is insisting on an urgent meeting of the National Security and Defense Council of Ukraine to address joint steps for implementing the capital's Comprehensive Resilience Plan.

This was stated by Kyiv Mayor Vitali Klitschko.

According to Klitschko, the Comprehensive Resilience Plan for Kyiv was developed and presented at an NSDC meeting back on March 3, 2026. Unlike other regions where resilience plans were approved and signed by the Heads of Military Administrations, the NSDC insisted that the capital's plan be approved by the Head of the Kyiv City State Administration (KGCA). To ensure full legal compliance, the document was adopted during a Kyiv City Council session, signed by the Mayor, and submitted to the NSDC and the Cabinet Ministers on March 10, 2026.

However, since then, Klitschko states that there has been no constructive cooperation from state structures, and agreements regarding a 50/50 funding split, organizational support, and legal regulation of certain measures remain unfulfilled.

Recent statements regarding the alleged allocation of UAH 10 billion to Kyiv seem rather strange, as Kyiv has received no documentary confirmation of this.

Currently, the capital is independently implementing the plan's measures, focusing primarily on those critical to the city's survival during the upcoming winter. These efforts are funded by the city budget, as well as through domestic and foreign loans.

At the same time, the Mayor emphasized that the resilience of Kyiv is tied to the resilience of the entire country, meaning responsibility must be shared. The city authorities have already revised the plan, clearly identifying priority projects and the required funding, and have submitted the updated data to the NSDC, the government, and the Office of the President. Special attention was drawn to critical issues that the city cannot resolve without direct state involvement.

Vitali Klitschko called on state institutions to put aside political maneuvering and shift toward concrete cooperation on the most urgent infrastructure projects.
