Threat or Warning: The Return of Discussions About Power Outages

The onset of the new heating season this year has been marked not only by the first weather forecasts but also by an increasing number of statements about the potential introduction of rolling blackout schedules. The familiar phrase "restriction schedules" is once again circulating in the media—both traditional and social—as well as in public statements. What is the reason for this? What factors stand behind these warnings from energy sector representatives, and how high is the probability that these risks will materialize for consumers?

A Shattered System: The Scale of Losses and Restoration Challenges

The Ukrainian energy system is entering another winter season following the unprecedented destruction witnessed during 2023-2024. Despite the heroic efforts of repair crews and donor support, the restoration of large-scale generation is proceeding slowly. According to "Ukrenergo", the power deficit during peak periods in 2025 reached over 35% of the country's needs.

Some facilities require deep modernization or replacement of equipment that is custom-made and has long delivery times. These losses cannot be compensated solely by emergency repairs; the system is in a state of constant balance, right on the edge. It should be remembered that up to 10 GW of generation capacity—both thermal and hydro power plants—has been destroyed or significantly damaged. For instance, about 90% of DTEK's thermal generation was put out of action, and hydro generation suffered significant damage, with over 45% of capacity being hit overall.

Energy infrastructure (substations, transformers, high-voltage lines), as well as the generation facilities themselves, continue to be under constant attack. Repeated attacks on the Trypilska TPP, where restoration work was underway, only confirm this reality.

The Psychological Factor: Warnings as a Tool for Preparation

The words "we warn," "possibly," and "if necessary" are increasingly heard in the communications of energy workers. This is not a sign of panic but rather a tool for preparation.

Forecasting consumption and the state of the power system is a dynamic process. The situation can change daily depending on temperature, the intensity of shelling, technical faults, or the fuel stock situation. Warnings do not mean guaranteed outages, but they allow the public, businesses, and local authorities to prepare for possible scenarios.

At the same time, on September 15, "Ukrenergo" stated that the restoration of damaged equipment and the replenishment of reserves for possible repairs are currently underway. Provided there are no systemic attacks on energy facilities, the country is capable of getting through the winter season without restrictions on electricity consumption.

Thus, discussing outage schedules, risk zones, and scenarios for deploying emergency aid is not speculation. It is part of realistic planning in conditions of uncertainty—scenarios that not only energy companies but also local authorities, enterprises, and international partners are preparing for.

 

Seasonal Load: Why Warnings Are Sounding Now

The onset of cold weather is traditionally accompanied by an increase in electricity consumption, particularly due to the use of heaters and electric boilers. Even in peacetime, the period from November to February was the most stressful for the system. Now, in wartime conditions and with damaged infrastructure, the risks multiply significantly.

In the summer, the situation was partially saved by solar generation, which covered up to 10-15% of needs during peak hours. However, with the reduction of daylight hours and weather factors, this share decreases. Furthermore, the need for maneuvering capacity—that which can be quickly started and stopped in case of a deficit—increases. Ukraine has a shortage of such capacity.

 

The greatest risks for the autumn-winter period are:

Generation deficit during peak hours (morning and evening).

Shortage of maneuvering capacity for balancing.

Import limitations due to technical infrastructure constraints.

Attacks on substations and lines—with the threat of losing electricity transmission capacity.

Uneven access to electricity in different regions.

Therefore, energy companies are already reminding consumers of the importance of saving and the possibility of introducing restrictions.

 

The Question of Responsibility: Market and State

The problem of outages has not only a technical but also an institutional component. Ukraine still lacks an approved long-term energy strategy. While crisis management is working effectively, there is still a lack of strategic vision on how to restore the generation balance, reduce vulnerability, and ensure stable tariffs.

Simultaneously, businesses and communities are beginning to take responsibility for their energy independence. Over the past year, the number of distributed generation projects has sharply increased, with small solar and wind farms appearing on the roofs of factories and logistics hubs. Storage systems are being installed, and networks are being modernized.

This is a sign of a new phase: when the market reacts faster than the regulator. However, without state support and predictable policy, this approach cannot replace losses on a national scale.

 

What is Being Done for Stabilization: Key Market Steps

Against the backdrop of threats and difficulties, the energy sector is not standing still. In 2025, there is an intensification in several areas:

Deployment of Distributed Generation: Small combined heat and power (CHP) units, gas piston power plants, and biogas complexes—all help to unload the grid and create additional reserves.

Investment in Renewable Energy (RES): Despite debt problems to RES, investors continue to roll out new projects, especially in the western regions. Local solar power plants are being launched in some communities to supply social infrastructure.

In general, after 2022, RES became the main hope for decentralizing generation. However, the Russian aggression and shelling in 2024 demonstrated the vulnerability of this model. Wind energy suffered particularly.

A total of 1947 MW of wind energy capacity had been commissioned in Ukraine. 40 MW of this was destroyed or damaged, and 1300 MW ended up in the occupied territory.

Nevertheless, 200 MW of new wind farms will be commissioned in 2025, and an additional 4 GW is expected to be installed by 2030. Overall, the potential for wind farm development in Ukraine is estimated at 100-150 GW of installed capacity.

Use of Energy Storage: The first stages of developing battery energy storage systems (BESS) demonstrate the potential for leveling peak loads. However, their capacity is currently insignificant—only 17.4 MW with technical specifications issued for 3 GW.

Development of Microgrids and Energy Communities: Local initiatives for energy independence are gaining momentum. This involves creating micronetworks for schools, hospitals, and water utilities—with a guaranteed power source even in the absence of centralized supply.

 

What Businesses Can Do Now

Realities force businesses to take on more responsibility for energy resilience. Here are a few steps that can minimize risks:

Risk Assessment and Energy Audit: Analysis of consumption, vulnerability zones, and backup scenarios.

Local Generation: Installation of solar power plants, biogas units, gas piston stations.

 

Energy Storage Systems: Investment in batteries—to stabilize peak loads.

Integration into Microgrids: Creation of "islands of resilience" together with other enterprises or communities.

Scenario Planning: Preparation for operating conditions during outages—coordinated system switching, staff information, contractual mechanisms with energy suppliers.

 

The Balance of Warning and Action

Talking about the possibility of outages is not scaremongering but responsible communication. Energy workers are doing their part—restoring, modernizing, and preparing for winter. But the level of resilience also depends on consumers.

Existing experience shows: where system flexibility, business proactivity, and conscious consumption are combined, the system withstands. We cannot guarantee that there will always be light this winter. But we can do our utmost to act confidently and responsibly, even in the dark.

Therefore, the warning about outages is not just about a capacity deficit. It is about a new reality in which energy security is part of the country's overall security. The risks of delaying decisions are already clear. The time to act is now.
