State Environmental Inspectorate resumes inspections: what are the fines and costs of expertise in 2025

Starting from January 1, 2025, the State Environmental Inspectorate of Ukraine, in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1511 dated 27.12.2024, resumes scheduled inspections of non-food products under market surveillance (quality control of motor gasoline, diesel fuel, marine and boiler fuel), which were temporarily suspended during martial law.

What is the budget for inspections?
It is reported that UAH 4,169,900.00 is provided for state market surveillance measures for 2025, including UAH 101,000.00 for product sampling and UAH 3,873,400.00 for their expertise (testing).
What is the cost of expertise?
In 2024, the cost of expertise (testing) of one product sample amounted to:
- Motor gasoline – UAH 13,914.00;
- diesel fuel – UAH 10,026.00 (summer) and UAH 10,194.00 (winter);
- marine fuel – UAH 1,227.00;
- boiler fuel UAH 1,953.00.
For 2025, the contractor for the expertise (testing) of samples will be determined based on the results of the procurement of services from a testing laboratory accredited to carry out such work by the National Accreditation Body.
Liability for violation of requirements
Depending on the type of violation, business entities are subject to administrative and economic sanctions in the form of a fine in the amount of 1,000 to 20,000 tax-free minimum incomes (UAH 17,000 to 340,000). The amount of fines is regulated by Article 44 of the Law of Ukraine "On State Market Supervision and Control of Non-Food Products" and Article 15 of the Law of Ukraine "On General Safety of Non-Food Products".
