Ministry of Environment Protection suspends construction of wind farm in the mountains

The Ministry of Environmental Protection and Natural Resources of Ukraine has suspended consideration of the environmental impact assessment (EIA) documents submitted by the developer, Wind Park Turiansky LLC, which intends to build 30 windmills in the mountains.
The document states that administrative proceedings to review documents for obtaining an EIA conclusion will be resumed only after the court process, which will determine the legality of the decision to build the Runa valley.
The essence of the case
Since September 2024, a judge of the Zakarpattia District Administrative Court has been considering a lawsuit filed by the environmental organisation Ecology-Law-Human, which is challenging the local Council's decision to build a wind park.
In January 2025, a judge ordered an expertise to determine whether the planned wind park was located within the Carpathian Mountains.
Environmentalists argue that the expert review is just a delay in the process. At the same time, even before the January sessions, on December 23, 2024, Wind Park Turiansky LLC published an environmental impact assessment report in the EIA register and on the website of the Turia Remety Village Council.
Environmentalists have criticised the developer's report and note that it contains deliberately false and inaccurate information.
They also ask to consider another area for the wind park, as the environmental impact at the proposed location will be significant and cannot be eliminated.
The wind farm in Zakarpattia is also being built by Friendly Windtechnology LLC, a company relocated from Kramatorsk.
In October 2024, the first wind turbine manufactured after the relocation was installed in the region.
A year ago, at a public hearing, Vladyslav Yeremenko, Director of Friendly Windtechnology LLC, said that if implemented, the project would bring the community 3% of the wind farm's profit, which is about UAH 45 million annually. The windmills in Runa valley will provide permanent and part-time jobs for about a hundred people.
