Ministry of Energy Forms Professional Team of Deputies to Tackle Energy Challenges

The Ministry of Energy of Ukraine is establishing a professional leadership team designed to respond to current crises and systemic challenges within the energy sector. The ministry's key priorities include the protection, restoration, and modernization of energy infrastructure, accelerating the development of distributed generation, and deepening international partnerships for further integration into European energy markets.

Under the leadership of First Vice Prime Minister and Minister of Energy Denys Shmyhal, the following team has been appointed to implement the strategic goals set by the President and the Government:

The Ministry of Energy Leadership Team

  • Artem Nekrasov – First Deputy Minister of Energy

    A specialist with extensive experience in high-maneuverability gas power generation, as well as electricity distribution and supply.

  • Anatolii Kutsevol – Deputy Minister for European Integration

    A seasoned diplomat and public administration expert. He previously served as Ukraine’s Ambassador to Latvia (2023–2025) and Deputy Minister of Defense for European Integration.

  • Denys Shuhalii – Deputy Minister for Digital Development, Digital Transformations, and Digitization (CDTO)

    With a background in international companies and regional digital transformation, he previously served as Deputy Head of the State Property Fund of Ukraine.

  • Mykola Kolisnyk – Deputy Minister of Energy

    An expert in the oil and gas sector and EU energy legislation. He represents the Ministry at the International Energy Charter and serves as a natural gas expert for the UNECE.

  • Valentyna Moskalenko – Deputy Minister of Energy

    Specializes in regional policy and coal region transition. She previously led the expert team for the GIZ "Power4JustTransition" project.

  • Oleksandr Vyazovchenko – Deputy Minister of Energy

    A specialist in the security of critical infrastructure. He formerly headed the security department at NPC Ukrenergo and worked within the Ministry of Strategic Industries.

  • Maksym Malashkin – State Secretary of the Ministry of Energy

    An experienced public administrator who previously headed the State Energy Supervision Service and served as State Secretary of the Ministry of Defense.
