The regulator notes that the lion's share of the industry's financial problems is concentrated in regions that suffered the most destruction from hostilities. Specifically, 85% of the total debt was accumulated by just two large enterprises — KP "Kharkivvodokanal" and KP "Water of Donbas Company".
In total, as of December 31, 2025, the aggregate debt of licensees in the sector of centralized water supply and drainage reached 10.2 billion UAH.
Despite the alarming general trend, many water utilities continue to demonstrate high payment discipline. According to the NEURC monitoring results, 31 enterprises ensured electricity payment rates above 95% in 2025. The weighted average payment rate across the country stood at 87%.
Moreover, some licensees even overpaid for consumed resources to cover past arrears. For instance, KP "Nikopol VUVKG" and KP "Chernihivvodokanal" recorded payment levels at 108%, while KP "Zhytomyrvodokanal" reached 107%.
