NEURC Issued Nearly 15 Million Guarantees of Origin for Renewable Energy Over the Past Year

The National Energy and Utilities Regulatory Commission (NEURC) issued 14.9 million Guarantees of Origin (GOs) for electricity produced from renewable energy sources (RES) in 2025, equivalent to 14,896,997 MWh. This was reported by the regulator's press service.

Since the launch of the Registry of Guarantees of Origin in August 2024, the total number of issued guarantees has already exceeded 21 million.

Key Market Indicators in 2025:

  • Monthly Dynamics: Issuance volumes ranged from 0.5 million to 1.7 million GOs per month, with peak figures recorded during the summer period.

  • Infrastructure Growth: Throughout 2025, approximately 90 new renewable energy units were added to the registry.

  • Total Capacity: As of year-end, 1,510 units are registered in the system.

Integration with the EU:

The system was implemented in accordance with the EU acquis. Ukraine is actively working toward full integration into the European energy market, including:

  • Joining the Association of Issuing Bodies (AIB).

  • Verifying the compliance of the Ukrainian system with European standards.

  • Legally recognizing Guarantees of Origin issued within the European Union and the Energy Community.

The regulator emphasized that further market growth largely depends on developing sustainable domestic demand. This involves increasing awareness among consumers, particularly within the business sector, regarding the benefits and importance of using environmentally friendly "green" electricity.
