Key Provisions of the New Law
During the preparation for the second reading, the relevant Committee processed 1,358 amendments, of which 47 were accepted (including partial and editorial changes). The main provisions of the law include:
Market Coupling: Establishing the legal framework for merging Ukraine's "day-ahead" and intraday markets with European trading zones.
Risk Management: Implementing the European model of risk preparedness in the electricity sector and introducing capacity guarantee mechanisms.
Cross-border Exchange: Clearly regulating the interaction between the Transmission System Operator (TSO) and the Market Operator to ensure efficient electricity export and import.
Market Flexibility: Developing new instruments, specifically aggregation activities and demand-side management.
Consumer Role: Strengthening the position of end-consumers by promoting the development of citizen energy communities.
Why It Matters
The introduction of market coupling will allow for the automated allocation of cross-border transmission capacity. This means electricity will flow to where demand and prices are higher, stabilizing the market and ensuring transparent pricing according to European standards.
The passage of this law is a key step in fulfilling Ukraine's obligations to the Energy Community and integrating into the unified European energy space.
