Parliament Fails to Appoint Shmyhal as Energy Minister

During its session on January 13, the Verkhovna Rada of Ukraine failed to appoint Denys Shmyhal as the head of the Ministry of Energy. The candidacy did not receive the required number of votes from the People's Deputies.

Only 210 parliamentarians voted in favor, while 226 were required. According to the live broadcast, the voting results were as follows:

  • In favor: 210

  • Against: 4

  • Abstentions: 33

  • Did not vote: 44

Context of Personnel Changes

Earlier that same day, January 13, the Verkhovna Rada approved the dismissal of Denys Shmyhal from the position of Minister of Defense. Consequently, following the failed vote for the energy portfolio, he currently holds no ministerial office.

As a reminder, the position of Energy Minister has remained vacant since last fall. On November 19, 2025, the Parliament voted to dismiss Svitlana Grynchuk. Prior to her, the ministry was headed by Herman Halushchenko until the summer of 2025.
