The National Anti-Corruption Bureau of Ukraine and the Specialised Anti-Corruption Prosecutor's Office, in cooperation with the Security Service of Ukraine, have uncovered a large-scale embezzlement scheme at the National Power Company Ukrenergo. A former deputy chairman of the Kharkiv Regional Council, who was a deputy of the Regional Council at the time of the crime and is now hiding abroad, is suspected of organising the scheme. It is about Volodymyr Skorobahach.

According to the case file, in April 2022, he and his accomplices organised a scheme to embezzle UAH 58.44 million worth of Ukrenergo's electricity. The deputy involved 2 accomplices in the illegal activity: the founder and director of a private company in Kyiv that trades in energy. Together, they created three fictitious companies through which they received electricity from the IPS of Ukraine and sold it to end consumers.
None of these companies paid Ukrenergo for the electricity they received. At the same time, the defendants shadowed the profits received from consumers under the guise of paying off debt obligations to affiliated companies. These "funds paid as a debt" were then transferred to the accounts of another non-resident company registered in the Balkans.
According to the conclusions of the commission forensic economic examination, these actions caused losses to the NPC Ukrenergo in the amount of UAH 58.44 million. In the course of complex measures, law enforcement officers conducted searches in Kyiv at the founder of the Kyiv-based company and served him with a notice of suspicion, while the other two participants in the fraud were served with a notice of suspicion in absentia.
According to the SBU, an investigation is underway to bring all the participants in the fraud to justice. The offenders face up to 12 years in prison with confiscation of property.
