Priorities and Investment Scale
According to the head of Ukrenergo, the Ukrainian energy system will require approximately 9.5 GW of new generation in the near future. The focus is on:

Highly flexible gas-fired generation;

Biomass-fueled thermal power plants;

Energy storage systems;
-
"Green" generation.
Vitalii Zaichenko emphasized that each region requires a specific "mix" depending on geographical conditions and the capacity to transmit electricity from nuclear power plants. In some areas, the focus should be on solar and wind, while others are better suited for gas-piston and gas-turbine units. The state's current task is to create conditions that attract investment for these projects. The estimated cost of such construction exceeds €8 billion.
Successful Cooperation Models
As an example of effective partnership between the state and business, Vitalii Zaichenko pointed to long-term special auctions for auxiliary services. Thanks to four special auctions conducted in 2024–2025, 464 MW of entirely new, highly flexible generation has already been added to Ukraine's energy grid. these capacities significantly assist power engineers in managing peak load periods.
