"Ukraine holds a leading position among Contracting Parties in the implementation of the Regulation on Wholesale Energy Market Integrity and Transparency (REMIT)," the National Energy and Utilities Regulatory Commission (NEURC) announced on its website Tuesday, citing the ECS report.
The document specifically commends the comprehensive regulatory framework established by NEURC, which covers:

Insider information handling rules;

Registration and investigation procedures;

Penalty determination mechanisms;

Activities of Registered Reporting Mechanisms (RRMs);

Operation of inside information platforms.
Furthermore, the ECS Working Group noted that Ukraine's requirements for reporting trade operations are highly harmonized with the practices of ACER (the European Union Agency for the Cooperation of Energy Regulators).
"Ukraine has established one of the most stringent levels of financial liability for market manipulation: fines can reach UAH 459 million or up to 10% of a company's annual revenue," NEURC stated.
According to the regulator, Ukraine already operates three inside information platforms, while most other Contracting Parties lack such platforms entirely.
NEURC also demonstrates the highest level of activity in detecting violations. The regulator has received 294 notifications of suspicious transactions, 66 of which were filed in 2025. In contrast, other countries reported only isolated cases or a complete absence of such reports. Additionally, Ukraine has implemented a trade reporting system that closely aligns with EU and ACER standards.
