Strategic Goal: 4 GW of Capacity
The Government, in collaboration with regions and communities, continues to implement resilience plans based on the experience of the current winter. The development of distributed generation has been identified as a key element of security. A clear objective has been set: to ensure 4 GW of additional capacity nationwide.
To accelerate this process, several changes have already been implemented:

Simplified grid connection procedures.

Reduced installation timelines for energy equipment.

Minimized the number of required permits.

Updated the regulatory framework.
Combatting Bureaucracy and Misconduct
Despite the progress, businesses and communities continue to report instances of procedural delays by regional power and gas distribution companies (oblenergos and oblgazes). Under martial law, such delays are unacceptable and pose a threat to energy security.
Authorities urge entrepreneurs and local government representatives to report instances of abuse or artificial delays through the state feedback platform "Pulse": pulse.gov.ua.
In cases where misconduct by electricity or gas distribution system operators is confirmed, the Government will make immediate personnel decisions.
Preparations for the next heating season are ongoing in an intensified mode, taking into account new threats from Russia.
