According to Zaichenko, the Ukrainian energy system lost approximately 9 GW of available capacity due to Russian shelling during the past heating season.
"Energy workers have already managed to bring part of the lost capacity back into operation. However, fully restoring all power plants damaged by Russia will be extremely difficult. Therefore, we now have an acute need to build new generation. For security reasons, it will be primarily distributed. According to the needs of the power system, the emphasis will be on maneuvering capacity required to balance 'green' generation. In the near future, we expect the launch of the second stage of the Competition for the construction of new generating capacity and plan to hold 'green' auctions for the allocation of support quotas for renewable energy production," noted Vitalii Zaichenko.
In his speech, the Chairman of the Management Board of NEC Ukrenergo also outlined the basic principles for constructing new generating facilities:

Geographic Priority: New facilities should primarily appear in regions with the highest energy deficits—areas where the enemy has destroyed all or nearly all large power plants. This will reduce the load on the electricity transmission system.

Economic Efficiency: Incentives for investors building maneuvering gas generation should not become a financial burden on the Ukrenergo tariff. Instead of compensating the investor's construction costs, the mechanism should cover the price difference (between the bid price and the actual market price) during peak energy consumption hours.

Support for RES: The construction of "green" generation will be supported in accordance with defined quotas for various types of power plants.
